MMDA rolls out real-time text and email notifications for its NCAP

The MMDA’s No Contact Apprehension Policy (NCAP) continues to draw strong complaints from thousands of car drivers. One of their main grievances is not knowing about a traffic violation until days or weeks after the fact when a Notice of Violation finally arrives via postal mail.

Now, the MMDA can notify drivers or vehicle owners in real-time about an NCAP violation through the agency’s SMS (text) and e-mail notification service.

The MMDA has introduced real-time notification for its NCAP, now sending alerts via SMS (short messaging service) and email.

“A key feature of this initiative is that vehicle owners will receive notification via SMS even without an internet connection,” said MMDA Chairman, Atty. Don Artes. Artes also said that motorists may take immediate action as soon as they are notified for their convenience.

This new notification feature, developed in partnership with a telecommunications company and the Land Transportation Office (LTO), provides a more cost-effective and faster way for the MMDA to inform vehicle owners about traffic violations. Once an NCAP violation is verified and validated, motorists will promptly receive real-time notifications via both text message and email.

The official SMS notifications will come from “MMDA_NCAP”—which is not a standard cell phone number—while emails will be sent from “no-reply@mmda.gov.ph.”

It’s crucial for the public to note that official MMDA notifications will never include payment links, a measure designed to prevent scams. Artes urged caution against suspicious messages containing links and advised checking sender information to avoid potential fraud.

The contact details used for these notifications are drawn from records registered under the LTO’s Land Transportation Management System (LTMS). Artes stressed the importance of keeping LTO records updated and processing vehicle ownership transfers promptly to ensure notifications are received. He also clarified that a ‘No Record Found’ status on the mayhulika.mmda.gov.ph website only indicates the absence of NCAP violations, not necessarily all traffic violations.
