MMDA: NCAP resumes May 26, EDSA & C-5 affected
Major roads in MMDA's jurisdiction covered

Following the May 20 announcement about the Supreme Court’s (SC) partial lifting of the No Contact Apprehension Program (NCAP), the Metropolitan Manila Development Authority (MMDA) says that the agency will resume the contactless apprehension on Monday, May 26, 2025.
“It’s the same as before. We’ve been implementing that. It was just put on hold by the TRO,” said MMDA Chairman Atty. Don Artes.

According to the MMDA, only major Metro Manila roads under their jurisdiction will be covered by the returning NCAP:

Taft Avenue
South Super Highway

MacArthur Highway (up to Valenzuela)

“In our opinion, this [NCAP] will greatly help because our apprehension will be through CCTV cameras, and there will be no more physical apprehension. When there’s physical apprehension, you pull over, there’s arguing, sometimes there’s negotiating bribes... that causes traffic delays,” added Artes.
