MMDA adds new features, GCash to NCAP portal; speed cameras on EDSA soon

The Metropolitan Manila Development Authority (MMDA) has introduced some major upgrades to its No Contact Apprehension Policy (NCAP) web portal, “May Huli Ka,” in line with President Bongbong Marcos’ directive to enhance public service through digital innovation.

The revamped website (mayhulika.mmda.gov.ph) now allows motorists to view photo and video evidence of their violations by simply entering their plate number and MV File number. The system also supports the registration of multiple vehicles under a single account, which is an improvement designed for TNVS operators, logistics companies, fleet managers, and commercial vehicle owners who need a streamlined way to track and review violations across their units.

The portal’s new E-Contest feature enables motorists to dispute violations online. Once a verified account is created, users can submit a contest ticket, upload supporting documents, and receive email notifications from the MMDA Traffic Adjudication Division (TAD).

MMDA Chairman, Atty. Don Artes said the enhancements aim to give motorists a more accessible and convenient way to manage their records. “With the new features available on the May Huli Ka website, motorists can now check their records anytime and anywhere as we continue to improve the system and make it more inclusive,” he said.

Speed cameras soon, GCash now accepted

Artes added that the MMDA is developing AI-enhanced cameras that will soon detect speeding motorists. Currently, speeding is monitored by MMDA traffic enforcers using handheld speed guns.

The MMDA also formalized a partnership with G-Xchange Inc. (GCash), allowing motorists to pay traffic and littering fines through the GCash Pay Bills platform. Each transaction carries a reduced convenience fee of just PHP 7.00, down from the previous PHP 12.00, according to GCash for Business Head Edgardo Layug.

Ride-hailing companies also welcomed the upgrades. Angkas’ Atty. Jauro Castro said the improvements promote greater road discipline, while Grab Philippines’ Atty. Gio Tingson acknowledged the MMDA’s extensive consultations with industry players. Tingson reminded motorists to keep their vehicle ownership records updated, noting that May Huli Ka only reflects NCAP-related violations; other citations must be checked with the LTO, MMDA offices, or local governments.

As of November 30, the MMDA has recorded 252,315 violations, with 119,345 validated. The agency currently deploys 186 AI cameras, 348 CCTV cameras, and 100 body-worn cameras.

Artes also noted that the MMDA is prepared for the upcoming three-day transport strike by Manibela and the onset of the Christmas traffic surge, expected to peak in the second week of December.
