Metro Manila mayors, MMDA stand together on NCAP implementation

The Metro Manila Development Authority (MMDA) and several mayors of Metro Manila have released an official joint statement affirming their support for the No-Contact-Apprehension Policy (NCAP).

It states that the NCAP is in line with President Bong Bong Marcos' (PBBM) goal of digitalizing various government services using technology and that it is a system that is widely used in more advanced countries like the USA, Singapore, Korea, India, and Malaysia.

Unequivocally, the mayors of Manila, Quezon City, Paranaque, San Juan, and Valenzuela vowed to continue making the roads of their respective cities safer for their constituents. That includes the continuous implementation of the NCAP as it is ‘embodied in the local ordinances that have been approved by the Sangguniang Panlungsod.’ Nevertheless, they thank the public for sharing their ‘sentiments’ regarding the NCAP on social media and that they will "strive to improve" their services.

The statement also shares that the NCAP has been effective in minimizing human intervention in traffic enforcement (thereby eliminating corruption), instills a culture of discipline, ensures road safety, and affords due process.

Finally, it called for cooperation from other government agencies, including the Land Transportation Office (LTO), urging them to ‘stand with us in pursuing and continuously innovating this internationally-proven program for effective traffic management.’

Earlier, LTO Assistant Secretary Teofilio Guadiz III instructed the agency to allow the registration of vehicles tagged by NCAP and even urged the MMDA and members of the MMC to suspend the NCAP implementation.

Surigao del Norte Rep. Robert Ace Barbers was also very critical about NCAP, calling it a source of corruption by the implementing bodies.
