Mendoza leaves LTO with PHP 25.4 billion in revenues

The Land Transportation Office (LTO) has reported a total of PHP 25.4 billion in revenues in just nine months, from January to September 2025, marking another milestone for the agency under Assistant Secretary, Atty. Vigor Mendoza II. Mendoza has been recently reassigned by Malacañan to head the Land Transportation Franchising and Regulatory Board (LTFRB).

Before his reassignment, Mendoza said the agency’s strong fiscal performance reflected the effectiveness of key reforms implemented during his tenure, reforms that aimed to streamline operations, plug revenue leakages, and modernize collection systems.

“This achievement is a vindication of what we fought for last year. And I express my gratitude to the men and women of the LTO for believing in me, for working with me when I said that it is doable,” Mendoza said before his departure, referring to the agency’s PHP 34-billion revenue target for 2025. This figure, if achieved, would be the highest collection in LTO history.

As of September 30, official data show the LTO has already collected PHP 25,469,343,321.16, equivalent to about 75% of its annual target. The LTO Central Office has also surpassed expectations, reaching PHP 1.4 billion in collections against a target of PHP 906 million.

Several regional offices are reportedly within striking distance of their respective targets, most of them less than 30% away. Mendoza earlier expressed confidence that the entire agency would meet, if not exceed, its revenue goals by year’s end.

He also emphasized that every peso collected contributes to the national government’s programs under the President’s Bagong Pilipinas initiative.

“The job is not yet done, we still have PHP 8 billion to collect. But with your dedication and cooperation, we will achieve this goal together,” said Mendoza, before being reassigned to LTFRB.
