LTO: Stenciling of engine, chassis numbers no longer required

Whenever we have to renew the motor vehicle (MV) registration of our cars, it has become standard procedure to also stencil the engine and chassis numbers of the vehicle.

While the practice is still required by the Land Transportation Office (LTO), many motorists feel that it's an unnecessary procedure that only takes up more time and slows down the renewal process. Moreover, the practice of stenciling is already viewed by many as old and adds to the burden of MV registration renewal.

Fortunately, that practice will no longer be required. Before stepping down as LTO Chief, Jay Art Tugade signed a Memorandum Circular that removes stenciling numbers (engine, chassis) from the registration process.

Under Memorandum Circular No. JMT-2023-2399 of the LTO signed last May 22, 2023, the stenciling of the engine and chassis numbers of a motor vehicle will no longer be required for “plain renewal” registration transactions.

However, the LTO reiterated that the motor vehicle, prior to the approval of the application, has already undergone and passed the physical inspection to determine the unit's roadworthiness. That means motorists will have to have their vehicle inspected by a motor vehicle inspection center (MVIC) and pass or secure a certificate of emission compliance from an emissions testing center.

The next time you have to renew your MV registration, do know that the stenciling procedure will no longer be a requirement.
