LTO Single Ticketing System to be implemented soon in Bacoor, Cavite
Uniform traffic violation penalties soon implemented in the City of Bacoor

In 2023, the Metro Manila Council (MMC), the Metropolitan Manila Development Authority (MMDA), and the Land Transportation Office (LTO) signed a Memorandum of Agreement (MOA) for a metro-wide Single Ticketing System (STS).
Under the program, all NCR cities will be using a single ticketing system which will also be synchronized with the Land Transportation Management System (LTMS) of the Land LTO.

Now, just outside of Metro Manila, the City of Bacoor, Cavite, has also signed a MOA with LTO for the implementation of the LTO-LGU Interconnectivity Single Ticketing System. This system aims to expedite the process of delivering services to motorists and establish a more efficient system for paying fines and other traffic-related transactions.
Similar to the MMDA-LTO STS, erring motorists within the City of Bacoor will be fined according to the uniform penalties outlined in February 2023, and their traffic violation records will go straight to LTMS. The dry run and full implementation of the STS in the City of Bacoor will be announced soon.
MMDA: 2 NCR cities not yet STS-compliant
The signing of the MOA between the LTO and Bacoor LGU for the implementation of STS is the first of its kind outside NCR. For Metro Manila, there are still 2 cities that are not yet compliant with the STS, says the MMDA.
According to MMDA Acting Chairman, Atty. Don Artes, the STS in NCR is now being enforced and is already at 95% implemented. However, there are still 2 cities that are yet to comply with the requirements of the program and are not yet connected with the LTMS.
“Yes, it [STS] is enforced. Only 2 cities are not connected to the LTO, but that is being enforced the single ticketing,” said Artes.
Artes added that these remaining 2 NCR cities are still “customizing” their connectivity with the LTO. Artes declined to name these 2 NCR remaining cities that are not yet STS compliant.
