Jay Art Tugade replaces Guadiz as LTO chief
He is a lawyer, and businessman, and is the youngest son of former DOTr Sec. Arthur Tugade

Just four months after the appointment of Teofilo Guadiz III as the chief, the Land Transportation Office (LTO) announced that there is a new head honcho in town, and his name is Jose Art ‘Jay Art’ Tugade.
This development comes just weeks after Tugade was appointed as the acting general manager of the Manila International Airport Authority (MIAA). According to Department of Transportation (DOTr) Secretary Jaime Bautista, Tugade will be able to help the agency solve “the many problems and controversies” it is facing.

“I come here today to announce the appointment of Atty Jose Art ‘Jay Art’ Tugade as the new chief of the Land Transportation Office. While Atty. Tugade’s appointment was announced a few weeks ago, and we have come to a conclusion that he is best suited for the very challenging job in the LTO,” said Bautista.
LTO chief Jay Art Tugade is the youngest son of Arthur Tugade, who was the former DOTr Secretary during the Duterte administration.
Former LTO chief Guadiz will now be the Assistant Secretary for the Road Sector of the DOTr. Malacañang has yet to announced Tugade’s replacement in MIAA.
