DOTr sacks LTO Region 2 officials involved in alleged assault in Tuguegarao
Two LTO Region 2 officials relieved from duty after allegedly assaulting citizens from Tuguegarao City

Transportation Secretary Vince Dizon, just a few days ago, sacked LTO Baguio’s Motor Vehicle Registration chief for drunk driving. Now, Dizon sacks another high-ranking LTO official, and this time, it’s the LTO Cagayan Valley Assistant Regional Director. The reason: for physically assaulting an individual.
“We are here to provide service and help our countrymen, not to hurt, not to abuse, not to act like kings... The President has repeatedly said that. And if there is even one official of any agency under the DOTr who does not follow the President’s order, then too bad for them,” said Sec. Dizon.

In a recent video that went viral on social media, LTO Region II Assistant Regional Director, Manuel Baricaua, and chief enforcer Charles Ursulum, were seen physically assaulting three young individuals, with one being a minor. The incident happened in a karaoke lounge of a hotel in Tuguegarao City.
“So, they both are immediately relieved from duty. And I have already written to the Office of the President, to Executive Secretary, [Lucas] Bersamin, seeking for the permanent removal of the Assistant Regional Director [Baricaua] of [LTO] Region II,” added Sec. Dizon.
Dizon also ordered LTO Assistant Secretary, Atty. Vigor Mendoza II, to reach out to the victims and extend whatever assistance they require, including the filing of charges against the two involved LTO officials from Region II.
