CAVITEX hikes rates, 3-month toll reprieve for agri trucks, PUVs

The Toll Regulatory Board (TRB) has approved new toll rate adjustments for the Manila-Cavite Expressway (CAVITEX) following petitions filed by joint venture partners CAVITEX Infrastructure Corporation (CIC) and the Philippine Reclamation Authority (PRA) in 2020 and 2023. The new rates will take effect on October 28, 2025.

To mitigate the impact of the toll increase, CAVITEX will reactivate its “Abante Program,” a toll reprieve initiative granting registered public utility vehicles (PUVs) and agricultural trucks the privilege of paying the old toll rates for 90 days following implementation.

Transport operators not yet enrolled in the program are encouraged to contact 1-35000 or email customercare@mptc.com for registration and participation details.

“We appreciate the government’s affirmation to honor its contractual obligations with private investors and toll operators,” CAVITEX management said. “While these rate adjustments are necessary to sustain maintenance, safety, and improvement works on the expressway, we recognize the need to support sectors most affected by higher transport costs. The toll reprieve initiative seeks to balance infrastructure sustainability with public welfare.”

New toll rates

The TRB resolution grants both the 2020 and 2023 petitions, authorizing the implementation of provisionally approved toll adjustments to fund ongoing upgrades and maintenance.

CAVITEX R1 Portion (Seaside to Zapote) — VAT-inclusive rates effective October 28, 2025

Class 1 (including 400cc and up motorcycles): PHP 35.00 to PHP 39.00

Class 2: PHP 70.00 to PHP 78.00

Class 3: PHP 104.00 to PHP 117.00

CAVITEX R1 Extension Segment 4 (Zapote to Kawit) — Implemented in two tranches (2025 and 2026)

Class 1 (including 400cc and up motorcycles): PHP 73.00 to PHP 88.00

Class 2: PHP 146.00 to PHP 176.00

Class 3: PHP 219.00 to PHP 264.00

Infrastructure improvements

Even prior to the approval of the petitions, CIC and PRA had already completed several key projects aimed at improving safety and efficiency along CAVITEX, including:

Replacement of expansion joints at the Parañaque Segment Bridges and Imus Viaduct for better ride comfort and structural reliability

Upgraded RFID systems and Automatic License Plate Recognition (ALPR) technology for faster, smoother transactions

Ongoing pavement rehabilitation across critical portions of both the Kawit and Parañaque segments

CIC and PRA reaffirmed their commitment to providing safe, reliable, and efficient expressways that promote economic growth and regional connectivity across Southern Metro Manila and Cavite.
